| 第四届外交官之春 |
在前三届外交官之春中外联谊活动的基础上，又尝试融入促进中外经贸合作的内容。根据这一设想，中国前外交官联谊会于2005年5月13日在人民大会堂举办第四届外交官之春时，便将其名称确定为“第四届外交官之春暨中外经贸合作论坛”。
本届外交官之春分两部分进行。5月13日上午举行了报告会和联谊活动，下午举行了“中外经贸合作论坛”。
李肇星外长、薄熙来商务部长、李金章部长助理、部内有关司、局领导、联谊会顾问、理事、会员代表、内地和港澳企业家及外国驻华使节等共400余人出席了上午的联谊活动，其中外国大使、临时代办等外交官120余位。
蔡方柏会长在致开幕词时指出，举办这次“外交官之春和合作论坛”的目的是让世界更加了解中国，让中国更加了解世界；通过开展交流、增进了解、促进互信，发展友谊，推动合作，共谋发展。为此，联谊会将利用自身独有的外交人才资源优势，为中外交流与合作构筑沟通的桥梁”。
李肇星部长在讲话中表示，非常高兴参加这次跨国家、跨行业的友好聚会，指出中国人民正团结在以胡锦涛同志为首的党中央周围，走和平发展的道路，中国的对外关系蓬勃发展，我们的朋友遍天下。值此庆祝万隆会议50周年，反法西斯战争胜利60周年和庆祝联合国60周岁生日前夕，我愿意和各位朋友重温联合国宪章关于维护和平，主持正义，尊重人权，大小国家一律平等，以及通过对话解决分歧等重要的原则。让我们继续努力推动多边主义和国际关系的民主化，继续共同推动建立合理的国际政治、经济新秩序。李部长还就联合国的改革和朝鲜半岛核问题等国际社会关心的议题，阐述了中国政府的立场。最后，李部长希望大家共同努力，把我们这个世界村建设得更加美丽。
薄熙来部长在讲话中首先祝贺中国前外交官联谊会成立十周年，并对今天有机会见到那么多熟悉的中 、外大使感到格外的亲切和高兴。薄部长从中国的发展得益于对外开放、中国的发展对世界经济的发展做出了贡献、驻外使节是国际经贸交往的重要桥梁和经济全球化为企业的合作、发展提供了难得的机遇等几个方面作了详细而深刻的阐述。薄部长条理分明而又基于详实数据的报告，充满说服力而又鼓舞人心，引 起了在场嘉宾的高度重视并赢得了广泛的好评。
俄罗斯大使罗高寿代表外交团发表讲话。他以本人在中国前后工作和生活27年半的切身感受，高度赞扬中国的和平外交政策，还列举具体事例，指出“中国威胁”论毫无根据，认为中国和平崛起的方针是坚定不移的，她在国际舞台上正发挥重要的建设性作用。
在下午举行的“中外经贸合作论坛”上，越南和埃及驻华大使、法国商务公参和墨西哥商务参赞分别介绍了各自国家的商务信息和投资环境，并与中国企业家探讨了大家感兴趣的问题，为今后开展经贸活动建立了新的联系渠道。
这次活动既是外交界的联谊盛会，又为中外经贸交流与合作搭建了平台，受到各国与会人士的肯定和欢迎。 |

The Fourth Spring of Diplomats
Based on the previous 3 rounds of Spring of Diplomats,an attempt was made to integrate a new content of promoting economic and trade cooperation between China and foreign countries with its fourth one.According to this idea,the AFDC renamed its fourth activity held on 13 May 2005 in the Great Hall of the People as the Fourth Spring of Diplomats and Forum on Economic and Trade Cooperation between China and Foreign Countries.
This activity was divided into two parts.On the morning of 13 May a lecture and a social activity were held while on the afternoon of the same day Forum on Economic and Trade Cooperation between China and Foreign Countries was held.
Present at the morning session were over 400 guests in including Foreign Minister Li Zhaoxing,Commerce Min-ister Bo Xilai,Assistant Foreign Minister Li Jinzhang,leading members of the Foreign Ministry’s departments and bureaus concerned,AFDC’s advisors,council and ordinary members,entrepreneurs from China’s mainland,Hong Kong and Macao as well as foreign envoys to China,of whom were more than 120 foreign ambassadors and charge-de-affairs.
In the opening speech,Chairman Cai Fangbai pointed out,“The purpose of holding this activity is to help the world acquire a better understanding of China and vice versa.Through exchange of ideas,understanding will be enhanced,mutual trust promoted,friendship strengthened,cooperation advanced and development sought.To this end,the AFDC will make use of its exclusive edge of diplomatic talent resources to build a bridge for promoting exchange of ideas and cooperation between Chinese and their foreign counterparts.”
In his address,Foreign Minister Li Zhaoxing said he was very pleased to attend this friendly gathering that was transnational and transdepartmental.He pointed out that united behind the Central Committee of the Chinese Communist Party headed by General Secretary Hu Jintao,the Chinese people took the road to peaceful development,that China’s foreign relations witnessed rapid development and its friends were all over the world and that on the occasion of the 50th anniversary of the Bandung Conference and on the eve of celebrating the 60th anniversary of the United Nations and victory achieved in the antifascist war he would like to review together with all the friends present the important principles of safeguarding peace,upholding justice,re-specting human rights and equality between big and small nations and settling disputes through dialogue prescribed in the Charter of the United Nations.He said that all the countries should continue to promote multilateralism and democracy in international relations and establish a new international political and economic order that was fair and rational.He also expounded the Chinese government position on the UN reform and the nuclear issue of the Korean peninsula-the concerns of the international community. In conclusion,he hoped that with the concerted efforts made by all the countries across the world,this global village would be built into a more beautiful one.
In this speech,Commerce Minister Bo Xilai first congratulated the AFDC on the 10th anniversary of its founding and expressed his joy to have the opportunity to meet so many Chinese and foreign ambassadors.And then he gave a detailed and indepth explanation of the following subjects-China’s development benefited from opening to the outside world and made its contribution to the world economic development;ambassadors were an important bridge in promoting international economic and trade exchanges and economic globalization provided a rare opportunity for cooperation and development between enterprises.His well-organized presentation based on accurate data,both convincing and encouraging,drew great attention and won widespread acclaim from the distinguished guests present.
On behalf of the diplomatic corps,Russian ambassador Rogachev delivered a speech.Citing his personal experi-ence of working and living successively in China for 27 year and a half,he spoke highly of China’s foreign policy of peace with specific examples and therefore pointed out it was groundless to assume that“China poses a threat”.He Believed that China’s policy of peaceful rise was persistent and the country was playing an im-portant constructive role on the international arena.
At the Forum on Economic and Trade Cooperation between China and Foreign Countries held on the afternoon of the same day,the Vietnamese and Egyptian ambassadors,the French commercial minister counselor and the Mexican commercial counselor gave their accounts of commercial information and investment environment of their respec-tive countries and discussed with Chinese entrepreneurs issues of common concern so as to establish a new con-tact channel for promoting economic and trade activities in the days ahead.
Functioning as a distinguished social gathering of the diplomatic circles in Beijing and establishing a platform for economic and trade exchanges and cooperation between China and foreign countries,this activity was well received and warmly welcomed by the participants from various countries. |
